The Team

The Team
The Infrastructure Debt team is an experienced and well-resourced team with a proven operational platform and investment process. In fact, five of the senior team members have been working together since 2004 conducting in-depth analysis of the infrastructure debt market and participating in infrastructure projects. Since 2012 the team has closed numerous transactions across Europe and the US spanning a variety of asset classes, from PPP to utilities and renewables.

Deborah Zurkow

Deborah Zurkow

Head of Alternatives
Before joining Allianz Global Investors, Deborah was CEO of Trifinium Advisors Limited, and head of Public Finance EMEA for MBIA UK Insurance Limited. She was responsible for general oversight for new business efforts in infrastructure, including government-supported entities, transportation, utilities and Public Private Partnerships/Private Finance Initiative financings. Deborah also previously served as a Director of MBIA UK Insurance Limited, and as President of MBIA Assurance S.A. Previously, she managed MBIA’s Paris office, where she was responsible for both structured and public sector business, and worked on a variety of transactions including French securitisations and European local government financings. Before that, Deborah worked in the Public Finance Division at J.P. Morgan Securities.

Deborah holds an MBA from Yale School of Management, and a BA from Wellesley College. She is a member of the International Project Finance Association (IPFA) Council of Management.

Claus Fintzen

Claus Fintzen

CIO and Head of Infrastructure Debt
Claus Fintzen is the CIO and Head of Infrastructure Debt at AllianzGI in London. The infrastructure debt platform was created in 2012 in order to develop the institutional market for this asset class and to originate suitable transactions for the Allianz Group and external institutional investors. The team focuses on the transportation, social infrastructure and utility sector.

Before joining AllianzGI Claus spent eight years at MBIA/Trifinium as a Director, where he was involved in a variety of transactions, including transportation, social housing, renewables, real estate and corporate debt, and was responsible for the initiation and structuring of transactions in Germany and Austria. Before joining MBIA/Trifinium Claus spent nine years at Citigroup, working in the structured finance, securitisation and alternative risk transfer departments. Claus has a degree in business administration from the European Business School in Oestrich-Winkel, Germany.

Director of Infrastructure Debt
Before joining Allianz Global Investors, Adrian was a Managing Director within MBIA UK Insurance Limited. He was primarily responsible for infrastructure debt, project finance, and public finance origination and execution. Adrian also provided senior support to the transaction monitoring teams, negotiating major variations and complex remediation. His main areas of focus were Public Private Partnerships/Private Finance Initiative financings, utility debt raising, and transportation financing. Prior to joining MBIA, Adrian worked for Schroders/Citigroup, Deloitte and ANZ Bank in advisory and debt arranging capacities.

Adrian holds an MA from St. Edmund Hall, Oxford University.

Director of Infrastructure Debt
Before joining Allianz Global Investors, Paul was a Managing Director at MBIA UK Insurance Limited, and a board director of Trifinium Advisors Limited. He was primarily responsible for infrastructure debt, project finance and public finance origination and execution. Paul also originated and managed infrastructure equity investments acquired for the MBIA investment portfolio. His main areas of focus were Public Private Partnerships/Private Finance Initiative financings and transportation financing. Prior to joining MBIA, Paul worked for Lloyds Bank and Industrial Bank of Japan as an arranger of infrastructure finance and international project finance.

Paul holds a BSc from Imperial College, London.

Director of Infrastructure Debt
Francois-Yves looks after the company’s investments in infrastructure debt, primarily in Benelux and France. Before joining Allianz Global Investors he spent 10 years at MBIA, and eight years at UBS and Citibank in London and Paris. Francois-Yves has extensive experience in transaction origination, structuring and remediation. Specific deals he has helped facilitate include the financings of the Millau viaduct and Sanef in France, LNG regasification terminals in Spain, and UK’s National Air Traffic System; as well as various operating assets and whole-business securitisations (Fraikin, Craegmoor, Poerterbrook, FIFA) and real estate financings. He has also worked on a variety of advisory and arranging mandates, such as Nigeria LNG, Doga Enerji (Turkey) and Medway Power (UK).

François-Yves graduated in 1992 from HEC Business School (Paris), where he specialised in Finance. He also holds a Masters Degree in Transportation from Sorbonne University (Paris).

Jorge Camiña

Director of Infrastructure Debt
Jorge Camiña joined Allianz Global Investors in June 2016 as Director within the Infrastructure Debt team based in New York. Prior to joining, Jorge was Head of the Project & Acquisition Finance Group for Santander Global Corporate Banking in New York, leading a team responsible for the origination and structuring of non-recourse financing in North America, with a particular focus on infrastructure and energy in the US and Canadian markets. Jorge joined Santander in 2005 and held several positions and responsibilities at the Non-Recourse Financing Credit Group in Madrid and with the Corporate Syndicate Loans group in New York. His background includes experience across different geographies, having worked on Latin American, US and European transactions, and segments ranging from Corporate Loans to Project Finance and Leverage Buyouts. Prior to joining Santander he was with Banco Bilbao Vizcaya Argentaria at the M&A Advisory Group in Madrid. He initiated his career with Arthur Andersen and before that with ABN Amro Bank. Mr Camiña received a BS from Deusto Business School, Bilbao, with specialization in Finance.

Hans-Juergen Weidenbacher

Business Manager, Director of Infrastructure Debt
Hans-Jürgen was appointed Business Manager for the Infrastructure Debt platform in July 2013. Over the last 18 months, he lead managed a number of significant projects in the formation of the new Allianz Global Investors, as part of the Global CIO office. Hans-Jürgen joined Allianz Global Investors in 2008, where he was focusing primarily on strategy and business development topics and the US market. Prior to that, he worked at Allianz SE as a Senior Consultant in Group Planning & Controlling, responsible for the Asset Management segment (primarily AGI), as well as on Allianz Group projects (e.g. Sustainability). Previously he spent several years at Lehman Brothers and Hypovereinsbank as an M&A advisor in Munich, Frankfurt, London and New York.
 
Hans-Jürgen has over 15 years of experience in consulting, investment banking and the financial services industry and holds a degree in industrial engineering from the University of Applied Science in Munich and an MBA from Thunderbird (USA).

Ralph Eley

Ralph Eley

Director, Asset Management
Ralph is head of asset management for the Infrastructure Debt Team at Allianz Global Investors. The team was established in September 2012 to develop the institutional investor debt market in infrastructure and to secure investments in the sector for Allianz Global Investor’s parent, Allianz SE and third party investors. Since its inception, the team has made over €1.5 billion of debt investments in a variety of infrastructure sectors, including greenfield PPPs, utility financings and refinancings, including various landmark transactions, such as the L2 Marseille bypass and the M8 in Scotland.

Ralph has over 15 years experience of working in infrastructure finance, including roles in bank lending, bond finance, asset management, equity, advisory and financial modelling. Prior to joining EIB, Ralph worked for Hadrian’s Wall Capital, Assured Guanaty, Ambac Assurance and Bank of Scotland. Ralph holds a First Class Honours Degree in Chemical Engineering from the University of Manchester.

Before joining Allianz Global Investors, Nicolas worked for 7 years for RBS in London and Paris on the origination, structuring, and execution of financing in the Infrastructure, Energy & Utilities sectors. His main areas of focus were regulated utility debt raising and transportation financing, including capital structuring and credit rating analysis. Nicolas’ transaction experience includes financing for French prisons PPP, water desalination projects, national and regional airports, roads, container terminals and ports, rail, including the HS1 rail track concession in the UK, gas transportation and distribution networks, gas storage facilities, gas liquefaction and regasification terminals, electricity transportation and distribution networks and contracted or regulated power generation like renewables. Prior to joining RBS, Nicolas worked for Societe Generale in New York and CACIB in Paris. Nicolas graduated from HEC Business School (Paris).

Ronald Gaultier

Vice President, Infrastructure Debt
Before joining Allianz Global Investors, Ronald spent 5 years in PwC’s Project Finance team in Paris where he provided financial advisory services to both public and private parties at all stages of PPP infrastructure projects, from the financial concept to the financial and commercial close. He has developed strong capabilities in financing structuring and modeling, fund raising, financial optimization, negotiation with authorities and funders. As an advisor of private consortiums, Ronald participated in a number of PPP projects including the Aisne and Meuse dams, the French prisons, road bypasses, universities, stadiums and energy performance contracts. Before working in the project finance sector, Ronald performed financial due diligences related to M&A transactions and took part in legal and contractual audits.

Ronald holds an MSci from INSA de Rennes and a “Mastère Spécialisé” in strategic management from HEC Paris.

Before joining Allianz Global Investors, Nadia worked for 5 years for Citigroup in London on the origination, structuring and execution of financing in the Infrastructure, Power & Utilities sectors. Her recent areas of focus were acquisition and structured finance in the infrastructure sector. Her responsibilities at Citigroup included financial modeling, credit analysis, due diligence, and negotiating documentation in support of new business. As well as new business execution and origination, Nadia also has experience of remedial management of distressed assets.

Assistant Vice President
Prior to joining Allianz Global Investors, Alexander was an Analyst within RBC Capital Markets’ Acquisition & Leveraged Finance platform in London. Over his two year tenure, he gained experience in the origination, execution and distribution of infrastructure financing transactions in the airport, road, utilities and energy sectors. As part of his role, Alexander was also involved in a range of infrastructure M&A Advisory mandates in the renewables and airport sectors as well as in the execution of a range of LBOs predominantly in the industrials and business services sectors. Previous work experience includes M&A Advisory at Leonardo & Co. in Frankfurt as well as roles with KPMG, Ernst & Young and Bayerische Landesbank in Munich.
 
Alexander holds a BSc in Business Administration with focus on accounting and finance from Ludwig-Maximilians-University in Munich as well as a MSc in Finance from Cass Business School in London.

Prior to joining Allianz Global Investors in August 2016, Ahmed was an Associate in the Energy Group at Société Générale, where he worked on various debt arranging and advisory mandates in the  energy space. His experience at SG covered transactions in the renewables, LNG, gas-fired power, pipelines and electric transmission  & distribution sectors in North America and Latin America. His responsibilities in these transactions included leading the financial modelling and due diligence process, and supporting deal execution by liaising with internal groups and external parties from beginning to end. Ahmed’s previous work experience also includes tax equity advisory in the renewables space at CohnReznick Capital Markets Securities, and energy project finance experience at WestLB AG. Ahmed holds a BSc degree in Finance and Accounting from Leonard N. Stern School of Business at New York University.

Before joining Allianz Global Investors, Marie was working for Bank of Tokyo Mitsubishi UFJ (MUFG) were she was part of the Structured Finance team. Her main focus was financial modelling on either the lending or the advisory side of Infrastructure, Energy and Natural Resources transactions in EMEA. Prior to that, Marie worked for 4 years for PwC’s Project Finance Team in Paris where she provided financial advisory services to either public or private parties on infrastructure Public Private Partnerships (“PPP”) in France. Marie holds an Engineering Degree from Supélec (France), and an MsC from Imperial College London.

Before joining Allianz Global Investors, Alexandru was Manager at Anadeo Consulting GmbH, a German-based consulting company providing consulting services to asset management and insurance companies. He was active in several consulting initiatives such as the project setup of introducing Infrastructure Debt as new asset class at Allianz Global Investors, extensive process analysis for the harmonization of Middle Office, Proxy Voting and Portfolio Risk Controlling process also at Allianz Global Investors. Prior to these projects, Alexandru worked on the analysis of the accounting setup for an Austrian insurance company and its Eastern European subsidiaries. Before joining Anadeo Consulting Alexandru worked at IBM Global Business Services as Consultant for large projects such as the Commerzbank takeover of Dresdner Bank during 2009 and the creation of the “Bad Bank” at Hypo Real Estate Bank in Munich and Dublin. Previous work experience includes roles with Deutsche Bank and PwC. Alexandru holds a Master’s degree in Business Engineering from the Technical University of Karlsruhe. Additionally he is a certified Financial Risk Manager (FRM).

Before joining Allianz Global Investors, Harshil spent over 3 years in PwC’s Corporate Finance team in London where he provided financial advisory services. His area of focus was on PPP/PFI infrastructure projects across a wide range of sectors including Health, Transport, Energy and Social Infrastructure. Harshil covered a number of transactions across the UK and Europe (Netherlands and Norway) where his responsibilities included leading the financial modelling and supporting deal execution. Harshil also has experience of restructuring distressed projects and performing financial due diligence.

Harshil holds a BSc in Banking and International Finance from Cass Business School in London and is also a CFA Charterholder.
